Degraded service affecting multiple features

Issue summary: On August 25, 2020 from 2:30 a.m. to 4:20 a.m. PDT, some customers in western and southern Europe and the UK experienced failures in Slack when posting messages and uploading or viewing files. Some server instances for this region were experiencing significant issues that resulted in some instability. We began to move customers away from the impacted region but it took longer than expected. We conducted a forcible withdrawal of the region's traffic at 4:03 a.m. PDT which successfully removed all traffic away from the impacted server instances. With this process being completed, Slack returned to normal for the affected users. There are still ongoing recovery efforts to ensure that our capacity issues are thoroughly cleared.
